Details:

Add some basic feature tests that oct files can be built using mkoctfile and
can link with the core libraries that Octave requires, including BLAS, LAPACK,
FFTW (if enabled), Fortran, PCRE, others?

This will also require the ability to call mkoctfile to properly compile and
link an oct file from the build tree without Octave being installed yet,
another bug report coming for that.
