Modifying the source files is unmaintainable.  Instead the
translations should be stored in a separate file with an
MD5 hash of the original text so that you can tell when the
translation is out of date.

The help system should present the translated text, and if
it is out of date, the original untranslated text.

Some of this work has been done already to support the
Portuguese translation.  See:
