Moving functions from octave to octave-forge?

Yes, I agree that these functions should probably be moved to separate
packages.  It would help if someone could do that.

Also, any function currently in an Octave Forge package that is in
the list of core Matlab functions is a candidate for moving to
Octave.

This doesn't mean that the goal is to have the list of functions in
core Octave be exactly the same as what is in the list of core Matlab
functions, but it seems reasonable to try to approximate that list in
Octave given the expectation of those looking to Octave as a
replacement for Matlab.
