Hello,
A new release of octave for Windows is available from octave-forge web site. See http://sourceforge.net/project/showfiles.php?group_id=2888&package_id=40078
The problem with the input locale seems to be back. If I run Octave in a DOS window and type 'åäöÅÄÖ' I get '+,"?ZT'.
