   I applied this patch.  1e-7?  Weird.

Believe it or not, it is actually VMS' fault; 100 ns was the VMS time
quantum. David Cutler was a DEC engineer in charge of VMS, and was
subsequently hired by Microsoft as the NT team leader, and he kept the
100 ns time tick.

Note that 100ns units are small enough that you have to use 64-bit
numbers for time; 2^32 * 100 ns is just over 7 minutes, so a regular
long overflows and wraps pretty quickly.
