It's not a problem to add an isolated function like this now.  No
other parts of Octave depend on it, so I don't see how adding it can
cause a regression.  Also, it is a .m file, so if there is a problem
with it that is not discovered until after the release, it can be
fixed even by those people who can't easily rebuild Octave.

So do whatever you like about it.  But for those people who need the
function, it is better to have a slow version than not have it at all.
