Using the "Post" option from the drop-down menu in the upper right
corner of the page

I was able to post to the list (though my test posting won't appear on
the list or in the archives because all messages to the graphics and
sources lists are held for approval and I deleted it before it was
archived or sent to the subscribers).  So unfortunately it does not
seem to be completely disabled.
