I had this problem and was able to overcome it by creating a symbolic link from
the library to libarpack.so. It fixed me right up, so it might be worth a try.

I have built octave-3.5.92 on Ubuntu 11.10 (32 bit).
The make check reluts are
Summary:
PASS 9973
FAIL 29
The above results come from arpack did not detected on my Ubuntu
system.
However, synaptic package manager says that the arpack exist in my system.
$ ls /usr/lib/libarpack*.*
/usr/lib/libarpack.so.2 /usr/lib/libarpack.so.2.1
How can I use arpack for octavebuild on Ubuntu?
Should I build it from source?
