I need to build Octave 3.8.1 on a linux server with ATLAS libraries and to
enable multicore utilization.

As Octave relies on ATLAS and other libraries multi core utliisation will depend on them I guess.

Can somebody help me with steps right from compiling ATLAS till building and
installing the octave?

You can install ATLAS from repository (Ubuntu, Debian, Fedora etc should be having it by default). Install all the dependency of octave (and its dev / devel packages [1]). Then follow https://www.gnu.org/software/octave/doc/interpreter/Installation.html to install octave from source.
