That's kind of irrelevant now, as library versioning should do the job that the API_VERSION was intended to do (prevent loading .oct files that were compiled with incorrect/incompatible versions of Octave). But since we haven't done the job of removing it yet, I think it should just be incremented at the same time that the library versions are changed.
