I have definitely seen it, but cannot recall any particular rhyme or reason
to it. Just trying it now (Octave 4.0.0 32bit on Win7, 64bit) the first
simple graph took a second or two, the next were instant. I could not
reproduce the long delay. I remember it being more of a regular occurrence
with 3.64 and 3.8.2. Had some discussions recently (maybe a bug was
submitted?) about significant but unpredictable delays calling the pager
(gui or not), but pretty sure they'd be unrelated.
