[Octave-patch-tracker] [patch #9440] Add Flatpak build manifest

Follow-up Comment #8, patch #9440 (project octave):

I removed all of the patches, so you only need the manifest and an archive of
the tip of the repository. Since the sha256 hash seems to change every I
download it, you'll need to adapt the "sha256" entry in the octave module.

One issue that I wasn't able to fix is overriding the EPSTOOL_ROOT and
EPSTOOL_BASE variables of the makefile. Somehow, the make-args get ignored.
