   If you insist, then we could only match for the function name
   followed by '()',

Would it be difficult for the script to check the return type, the
name, the type of the parameters and, optionally, the name of the
parameters?

If we can tell the script using a command line argument that it should
ignore the name of the functions then we could use it for the
generation of the API consistency report.

   but can be that called 'API consistency'. I don't think it's a good
   idea.

Why?

   Moreover the documentation and examples take the names into
   account. They're not less important for me.

The documentation of the functions should make reference to the
parameter names used in the documentation, not necessarily in the
sources. 

And about the examples, they make references to actual parameters, not
formal ones. I dont see the relation.
