Excuse me for saying. But you all need to figure out what exact markets you
are wanting to look at. Then examine those individually.

Because the market of enterprise level distribution allows a lot more
control of what browsers are accessing the system. Whereas the public use,
such as what Savannah is doing with it, provides a lot less control over the
end user.

Maybe something needs to be implemented where the administrator installing
PHPGW can specify what type of environment it will be used in. From that
choice you could step up to assume many things about default settings.
