Uninstalling all apps, and reinstalling them helped

Then I get a new error:

/home/httpd/phpgroupware/admin/inc/hook_config.inc.php on line 62
Template Error: set_root: is not a directory.

Fatal error: Call to undefined function: parse_navbar_end() in
/home/httpd/phpgroupware/phpgwapi/inc/footer.inc.php on line 62

This just removes the submit button at the bottom :-(
