Developer Tools translation interface is working fine for me (Download, Write, Update, Write to lang table, Search for missing phrase, Add phrase, Revert and Cancel).
You'll need to get the current stable CVS code (Version-0_9_14-branch) and apply a little patch: http://savannah.gnu.org/patch/?func=detailpatch&patch_id=383&group_id=509
