forced preferences work perfectly fine, however that means users are unable to
change their template if they desire another style.
This, however, seems to have been fixed in the 0.9.14 release

Summary: Default templates not being applied to new users...
Original Submission: I have a phpGroupWare server set up to automatically
create new accounts for users authenticated against our mail server. We also
want to set up a default interface template, as well as set our own default
application (mail)
However, after changing these settings and logging in with a user not
previously configured, the user aquires all of the original phpGroupWare
default settings, not our custom settings of theme and default application.
