I own a Nokia N82 and I can play ogg files using OggPlay (see
http://symbianoggplay.sourceforge.net/).

Since it is only for Symbian OS, you could it use only on Nokia or some
SonyEricsson cell phones. On the website, there is a list of supported
devices.
