Well is there any idea whether the lack of a windows approach to development is holding anyone back except me? I would think that it would be since I believe less than 2 percent of OS are linux. Would it be possible to create a single virtual machine that is shared by developers who need to use it?

John is right,

Compile PSPP on windows is really a pain. You have to install all the linux related tools, including bash, make, grep, etc.. And you have to install mingw and compile all the dependencies. I tried to do this, but it just don't work nicely. If you are not willing to reparting your disk, you can always use a virtual machine. You can use VirtualBox or qemu to do this.
