The merge command is called MATCH FILES and so far as I know is identical to 
SPSS.
See the manual for details.


Likewise, a copy/paste should also work.  However since PSPP doesn't currently 
support 
multiple datasets, it would be necessary to start two instances of PSPP and 
copy between them.
