qemu -boot d -cdrom [cd-image file name]
That should do it for you. Though it might help to do a
qemu-img -f [format-option] c.img [size]
to make a hard disk image first, then incorporate that in the invocation at
the top:
qemu -boot d -cdrom [cd-image file name] -hda c.img
