On Fedora I have:
/usr/lib/udev/rules.d/50-udev-default.rules:KERNEL=="kvm", GROUP="kvm",
MODE="0666"
and it's managed by udev rpm:
$ rpm -qf /usr/lib/udev/rules.d/50-udev-default.rules
systemd-udev-234-10.git5f8984e.fc27.x86_64
