I'm not familiar with the QEMU vvfat driver, but FAT16 does allow
larger filesystems, I suspect there's a limitation there?

You can create a FAT image, put your files there using e.g mtools and
boot from that image:

$ fallocate -l 1G esp.img
$ mformat -i esp.img
$ mcopy -i esp.img -s /path/to/files ::

if possible, I'd like to avoid creating an image.

I've just seen that the `qemu-system-x86_64 -accel kvm -machine q35 -m 1024 -bios /usr/share/edk2/x64/OVMF.fd -kernel ./esp/EFI/BOOT/BOOTX64.EFI` command works but abandons the tree structure.
