Do you have more time to look it up now ? It's a feature I'd really like
to see in the not-too-distant future but I want it merged upstream first
because I would not like having different path chosen between Debian
and upstream due to a too-early inclusion in Debian.

I prefer only solving the problem of the location of the patches dir and
series file and not provide a general purpose .pc/quiltrc whose merging
semantics would be unclear (implementing what the current patch does with
a supplementary quiltrc requires setting QUILT_PATCHES and QUILT_SERIES
with substitution like QUILT_PATCHES=${QUILT_PATCHES:-debian/patches}
instead of plain assignation).
