[Quilt-dev] Debian patch for missing patch file

Hi all,
when using quilt in my organization I've found, that Debian behaviour
is different than upstream's. Upstream just ignores non-existing
patch, whereas Debian exits with error.
I've found that there was a patch sent 4 years ago to the list -

but it is not present in current sources, is it?
Could you tell me more about it?
