Hmm. One of the beautiful things about ~/.quiltrc is that it's a piece
of bash script so you can set everything you need there regardless of
quilt specifically supporting it. For example we can set EDITOR there,
and it's documented. In my eyes, LESS is exactly the same, it is nothing
quilt-specific, but ~/.quiltrc lets you change its value in the context
of quilt.
