You sure about this?  It works for me:

~ $ mkdir -p test/.adobe
~ $ cd test
~/test $ echo "- ./.adobe" > ../filter
~/test $ rdiff-backup --include-globbing-filelist ../filter .
address@hidden::/home/ben/out
Enter passphrase for key '/home/ben/.ssh/id_rsa': 
~/test $ cd ../out/
~/out $ du
8       ./rdiff-backup-data/increments
80      ./rdiff-backup-data
88      .
~/out $
