 A custom CD would be useful.  As one of the main memory-hungry parts
of the install process is storing package headers including a list of
all the filenames and their attributes, cutting down the available
packages to a single CD would reduce the requirements quite a bit, if
I've understood what Erik was saying about this.

 As to the installer, it's really a matter of figuring out what can
be safely removed to make it simpler and smaller.  PCMCIA support is
presumably a low priority, for example, but do we really want to
exclude laptops altogether?  Old laptops would actually be a good
thing to recycle ...
