[Rule-list] minimum rule install

Hi,

I've been working on the concept of a minimum rule install. This 
would be a text only install designed to provide a menu, file 
management, text editing, email access, ftp, and internet browsing 
on systems with small hard drives.

Devon reported a slinky install that takes 248 meg. PC 19 is a 486 
with a 220 meg hard drive. Could unnecessary programs be trimmed 
from this install so it would fit in 220 meg? What is the absolute 
minimum size of the install without unwisely crippling the system?
