quick asnswer 

MailX
quota
textutils
mailcap
hotplug 
procmail (not going to run a mail server mutt + popt would do)

possibles 

setserial 
pciutils (lots' of older boxes don't have pci)
kudzu
mingettey (ehhh ..... not sure but could)
ncurses
newt
anacron (use cron if it's off it's off)
man and info (size concern but nice to keep)
mkbootdisk
utempter
checkconfig
grub (lilo is lighter and it works) 
ed (maybe depends on dependencies)
parted
hdparm (how many 220 meg drives can really be speed tweaked.

Nice but not necessary 
sed
gawk
gpm
