This sounds like a job for slinky. The only thing is slinky is for
versions 7.2 and 7.3, not 7.1. It might work with 7.1 if the package
lists were updated.
Slinky allows an extra_packages file to install rpms that are not
listed in the options. base_packages can be edited but then of
course you will have to test to see if you get a usable install. There
has been some discussion of this in the list under the topic minimum
install.
I am very interested in your project of creating CDs for custom
installs. This is something done by Clark Connect which is listed on
http://freshmeat.net. There is also info there on how he did it.
The Clark Connect iso is only 120meg. A minimum slinky install
might be smaller. I have never burned a boot CD but having a
bootable 1 CD rule install with a small iso is definitely a goal to be
pursued.
