Summary:  Patch display quotes HTML characters

Original Submission:  If you go to the patch manager and click on a patch 
attachment, the patch will be displayed in the browser but all the HTML special 
characters are shown using extended syntax; for example:

  +  found_files_im[deps_found] = dep-&gt;ignore_mtime;

Note that instead of "->" it says "-&gt;".
