I think that this would be a good policy in any case.  We should handle
all project creation that is related to DotGNU.  If they want to start
their own projects, then fine. However, if they carry the DotGNU
moniker, we should be the ones making the decisions.  It is nice that
people are so enthused, but there's a reason that the meta-project
exists.
