The val-tags file was not writeable. This was fixed.

When I imported the latest version of the ac-archive
web tree, I got an import conflict. I was supposed to
get a copy of the tree with the conflict merged in by
executing:
| cvs -d subversions.gnu.org:/webcvs checkout \
| -jautoconf-archive-web-pages:yesterday \
| -jautoconf-archive-web-pages software/ac-archive
Unfortunately, this command failed with the error
message:
| cvs [server aborted]: cannot write \
| /webcvs/CVSROOT/val-tags: Permission denied
It would be nice if this could be fixed.
