Did you check http://savannah.gnu.org/cvs/?group_id=249 ?
What you need to do on your local machine is a
cd gnu-regexp
cvs -d address@hidden:/cvsroot/gnu-regexp import -m 'initial import'
gnu-regexp wbiggs release-1-1
