        The whole idea of using CVS is to remove the need to create
shell accounts for volunteers. Wouldn't it be enough to add volunteers
to the list of developers of http://savannah.gnu.org/projects/wwwes/ ?
        
        If people don't want to use the english interface of Savannah,
they can limit themselves to use cvs and never deal with
savannah.gnu.org. Here is how you could hanlde these volunteers:

        - ask them their prefered login name
        - you create an account for them on savannah.gnu.org
        - you add their ssh 1 public key to their account
        - you explain them how to use the CVS tree in spanish

        Would this be a reasonable way to help people not speaking
english ?

        If you're trying to do the same by creating regular shell
accounts, you'll run into endless troubles. If you want I could send
you the 3 pages explanations on "how to setup a shell account on
subversions" ;-).
