        The key point is simplicity. Using plain HTML is indeed simple
and requires only common knowledge to edit & all. I'm not opposed to 
any format as long as it's an open format.

        My own experience shows that there always is a risk of spending
a lot of time agreeing on tools and make sure they work properly and in
the meantime no documentation is written. But that's only me ;-).
