Hi,
In this site we only host projects that work in a completely free system,
without any non-free dependencies. For example, will your program run in a
Debian/GNU Linux system, wihtout any contrib or non-free pacckages installed?

I see some .COM and .EXE files in the zrciv distribution that make me thing
that is not the case. I've also read about some dependencies on proprietary
software in your documentation:

 "1.1 Requirements
   OC and the packages included require Borland Pascal 7.0 to compile.
   They also require a 386 with 4mb ram or better to work.
  1.2 Compiling
   To compile, just make sure, you have TPC (Turbo Pascal Compiler) and
   all of it's components in the BIN directory.
   If all the files are there, it is just to run compile.bat, and hope."

You mentioned that your program is implemented in Java, but I've failed to
find any Java code. If you are planning to port it to Java, you can only host
your software here after you have done that step; and even then, you should
make sure to use Java code that can be executed by a free inplementation of
Java (such as Kaffe).

One more thing: the COPYING file is a very old version of the GNU GPL v.2
license, with the old address of the FSF; please use the updated version at
http://www.gnu.org/licenses/gpl.txt (correct COPYING.FPL too). And even with
that COPYING file, your software is not really under the GPL, because you
still have not written any copyright notes and copying permission statements
in your source programs (follow the instructions in
http://www.gnu.org/licenses/gpl-howto.html).

If you can comply with all this, you can re-register your project, but please
notice what it says in the registration form:
  "We now need a short description of your project. This description
   needs to contain the purpose of the project and a summarization of your
   goals... Approximately twenty lines explaining the project in detail."
