My project is a little waveformeditor. You can use it to make noise. Nice 
noise. Noise you want to use as a instrument with a sequencer like 
soundtracker. If you want to hear what this sounds like just hear 
http://stinfwww.informatik.uni-leipzig.de/~mai97ils/Peach.ogg or Pear.ogg. All 
instruments you hear are made with cow. I am not a musician. So it sounds a 
little bit weird. Its just a demonstration ;)

Ok. The name of the project is cow - cow outputs waves. It already exists. It 
is at sourceforge.net at the moment and i want to move to savannah. Its GPLed 
and uses LibQt and libaudiofile.

It already exists and you can see it at http://kuh.sourceforge.net
