Hi,

The problem is probably not related with the country you
come from.

First, you should check if you have all the necessary
packages installed for mozilla. They have splitted the SSL
support from the standard package (for some reason I'm not
able to understand).
Personally, I have thoses packages :
mozilla
mozilla-nspr
mozilla-nss
mozilla-nss-devel
mozilla-psm (this one should be the one missing)
mozilla-devel

In preferences > privacy & security > SSL you should check
if all is enabled  and in preferences > privacy & security >
certificates, you should take a look of the cerficates under
the MDI "web site", seing the expiration date of the
savannah certificate (if existant).

Tell me what was the problem.

SSL connection to loging from france was refused.
The message with mozilla 18 is "The connection was
refused when attempting to contact savanah.gnu.org"
all the site work corectely, juste the SSL connection
was refused.
