Hi,
Unless I'm mistaken,
http://www.geocities.co.jp/Playtown/2004/fpse/src/fpse008B1_src.zip
is not free software. Since
http://darktears.psxfanatics.com/files/gpse0.01.tar.bz2
is based on it, you'll need a formal permission of the authors
to release it under the GNU GPL. Do you have such a permission ?
Please submit your project again explaining how you solved this
licensing issue.

P.S. Also please use a name that does not include "GNU" in it since your
package is not (yet ;-) part of the GNU project. Otherwise people will be
confused.
