        There is a wide range of exceptions granted to FSF, FSF
Europe and GNU Spain because these organizations are extremely
supportive to the GNU project. Much in the same way as dedicated
volunteers are welcome to use the GNU machines for their personal Free
Software projects or vanity domains. In all cases, of course, these
'exceptions' are solely dedicated to Free Software and solely granted
to people or organizations who vastly compensate the burden of the
exception by their massive contributions to the GNU project.

        You could also look at it in another way. Organisations and
GNU volunteers offer a service to the Free Software movement with
no counterpart required. Because there is no counterpart this service
is offered under given conditions so that it stay manageable and in
the bounds of the Free Software movement. Since organizations and
GNU volunteers do the actual work behind this service, they do not
necessarily have to comply to these rules since they cope with the
additional work needed by themselves.

        Another aspect to be considered is that it is essential to
the GNU project that FSFs world wide use and abuse the infrastructure
of the GNU project for all their needs. If, for the sake of not making
an exception, FSF Europe was forced to create a Savannah clone to handle
these exceptions it would duplicate the effort and FSF Europe would 
contribute to Savannah and GNU much less than they currently do. This
holds for Savannah but also for mail, mailing lists, dns etc.

        I hope you understand and agree with the necessity of special
treatment made to FSF & GNU organisations and that you don't have the
feeling that we "cheat" Free Software hackers.
