Normally, viewcvs is just a cvs web interface. It doesnt seem to me that user
can specify particular annotations for particular directories. Annotations are
revision, changelog etc and cames from informations dev. writes when they
commit something on the CVS.

I wonder what the right place to put cvs module
annotations would be. The first place I'd put them is
at viewcvs, but how could I write comments for
directories?
The next place is the "What CVS module names ?"
paragraph at project cvs help page, could I somehow
insert the info in there?
