AFAIK, savannah uses a non-standard cvs package for the large-group
support and extra -allow-root-file support.
Patches are at /usr/local/src/cvs-1.11.1p1-2001-12-11.patch and
/usr/local/src/cvs-1.11.1p1-cvsroot.patch on savannah.
I don't know if equivalent functionality is in the official debian
package.
