I found the problem here. The INSTALL.verbose instructs  
you to add the following directives:  
  <Location /savannah/users> 
    SetHandler application/x-httpd-php 
  </Location> 
 
  <Location /savannah/projects> 
    SetHandler application/x-httpd-php 
  </Location> 
 
With these directives in place, viewing the project page 
generated by Savannah would not work. I commented them out 
and it works ok.
