No. 

Giving to every users a shell access require too much attention. It
means checking security very very regularly, it means adding quotas,
it means restricting cpu usage.

Normally, you *shouldn't* have to remove entries completely. It's the
purpose of CVS, to keep tracks of every activities.

But if you really need it, tell us, and we will take care of it.
