I assume that you uploade your homepage via CVS (not cvsweb)
Until the webserver is updated, your home page will return a 403
error. Normally, there is no delay between cvs commits and webserver
updating, but many people noticed a delay recently.
We cannot help you much as we do not manage the webserver, you just
have to wait.
