I set to this files appropriate mode.  
 
scp may keep the mode files during transfert. Make a chmod a+x $file 
before uploading files.

I've uploaded files to my project and we can't download
the *.tgz file.

The problem can be seen there :
http://savannah.nongnu.org/files/?group=movixmaker

Try to download movixmaker-0.1.3-1.tgz ...
You'll see what I mean : You don't have permission to
access
/download/movixmaker/movixmaker.pkg/0.1.3/movixmaker-0.1.3-1.tgz
on this server.
