Hello,the CVS hosting environment has been restricted for security reasons, and services are to be installed and allowed on a per application basis. Technically, perl is currently not available on the CVS host, but some basic tools have been indirectly installed via perlcc (converting a Perl script into a native executable). Past users of ciabot were only a handful and we still have important security items to fix, so this kind of service is low priority for now. Note that an effort to provide a web frontend to plug 'selected' services at user will (since CVSROOT is not writable anymore) should be on the way soon.
I guess other projects which still have notifications must be using another hosting facility.
