know that the GNU hosting site only supports CVS, and I have the impression there are not enough resources to offer subversion, although I haven't specifically asked.

There are plans at Gna! (https://gna.org/) to support SVN soon:

Updating webpages at gnu.org still requires a CVS account at Savannah, but managing webpages through CVS should not be a problem.
